All Rotaract efforts begin at the local, grassroots level, with members addressing their communities’ physical and social needs while promoting international understanding and peace through a framework of friendship and service.
Rotary International District 3790 is one of the ten Districts in the Philippines. It primarily comprises the 11 provinces of the northwestern part of Luzon, Philippines. These are Abra, Benguet, Ilocos Norte, Ilocos Sur, Mountain Province, La Union, Pangasinan, Tarlac, Pampanga, Zambales, and Bataan.
As one of the most significant and fastest-growing programs of Rotary service, with more than 8,200 Rotaract clubs in some 170 countries with an estimated membership of more than 200,000 Rotaractors, Rotaract has become a worldwide phenomenon.
Rotaract clubs are usually community-based or university-based and are sponsored by a local Rotary club making them true "partners in service" and key members of the Rotary family.
